Ontario’s Express Entry Human Capital Priorities Stream is an immigration stream under the Ontario Immigrant Nominee Program (OINP). The Human Capital Stream gives a foreign worker with the required skilled work experience, language abilities, and education the opportunity to apply to live and work in Ontario permanently. This stream does not require a job offer.
To qualify for Ontario’s Human Capital Priorities Stream, you must:
- Create an Express Entry Profile
- Have an Education Credential Evaluation
- Have an IELTS Test Result
- Have skilled work experience in NOC 0, A or B skill type
- Qualify under one of the two streams
- Federal Skilled Worker Class
- Canadian Experience Class
- Your CRS Score should ideally be on the higher side. Human Capital Priorities Stream Draws are based on your NOC Codes and the CRS Score, so a reasonably high CRS Score + Being the NOC Code of their choice will help you get a Notification of Interest.
- OINP searches IRCC’s Express Entry pool to find candidates who may meet the criteria of Ontario’s Express Entry Human Capital Priorities Stream and will send out a Notification of Interest (NOI) through your IRCC online account, inviting you to submit an online application to the OINP.Once a candidate receives a Notification of interest he/she has 45 calendar days to apply OINP.

MANDATORY REQUIREMENTS OF OINP – HUMAN CAPITAL PRIORITIES
- Work experience in either
- Federal Skilled Worker Class
- at least 1 year in the last 5 years of continuous paid full-time work experience (or equivalent part-time experience) in Skill Type 0, or Skill Level A or B
- Same occupation as identified on Express Entry Profile
- No breaks in employment over the 1-year period
- The experience could be in Canada or Abroad
- or Canadian Experience Class
- at least 1 year in the last 3 years of continuous paid full-time work experience (or equivalent part-time experience) in Skill Type 0, or Skill Level A or B
- Must be done in Canada while maintaining a Legal Status
- in the occupation identified on the IRCC’s Express Entry Profile
- Federal Skilled Worker Class
- Education
- Language
- Settlement Funds
- Intention to live in Ontario
- Legal Status in Canada
